Being able to listen in on everyone all the time is not just valuable because one can catch a so-called terrorist. Data mining has it's own values as well. The networked value of information, I mean how much interconnection information has, represents a very valuable resource. It's easily sold as the network structure of terrorists. We don't care about the individual we care about the network.
